What is Harbor Village?

Simply put, Harbor Village will provide integrated, comprehensive services to multi-generational families in the Benton County area from a single accessible location. Harbor Village will serve more seniors, increase efficiencies in service to these individuals, maximize each partner’s resources and increase the types and availability of services to all residents in Benton County including the Warsaw area. Originally, three organizations, the Friends of the Warsaw Senior Center (in partnership with Care Connection for Aging Services), KATY Trail Community Health Center, and Pathways Community Behavioral Healthcare, agreed to collaboratively expand their impact by combining resources, programs and expertise into a “One Place, One Focus” concept where people from across the Benton County region can access assistance and social interaction.  Currently, each of these partner organizations currently provides health care and social services at various locations to many of the same residents (or shared clientele).  All three have identified significant numbers of Benton County residents who have been unable to access much needed health and wellness assistance, and the population in need of these services continues to grow, creating more unmet need than ever before.

It was from these early discussions that the Harbor Village concept was born.

This “One Place, One Focus” Harbor Village, addresses three major and critical challenges:

  1. Growing demand for services – there are significant gaps in the availability of health care and social services needed by Benton County seniors and residents.  Benton County has the second highest percentage of residents 60 and older of all counties in Missouri.
  2. Provide one location for access to needed services by residents through co-located facilities to facilitate service, efficiencies, cooperation and partnerships.  Planned shared resources result in less dollars spent and the ability to serve more people.  It allows each of the partners to leverage their resources to fund the construction of the facility and implementation of programs after construction.
  3. Accessible services – involves both affordability and location.  The proposed location for Harbor Village is on 6.8 acres near Warsaw.  It is within walking distance of private medical clinics, a retail pharmacy, and community walking trails.   There is adjacent land on which a developer proposes to build housing for senior citizens.

Harbor Village Corporation seeks to meet a growing need within Benton County region through the construction of a 22,000+ square foot facility.  It would house a regional senior center along with a dining room to seat at least 150 people, a fully equipped commercial kitchen, staff offices, a recreation/educational area, exercise area, computer lab and an adult day care center.

Harbor Village

Will be located on 6.8 acres on the North Dam Access Road in Warsaw, Missouri

Will provide approximately 22,000 square feet of operating space

Will accommodate a minimum of 150 parking spaces

Will create 50 construction related jobs and at least 15 permanent new jobs

Will cost approximately $5.2 million dollars to build

$850,000 in Missouri Neighborhood Assistance Program (NAP) credits have been awarded to the project. Federal health implementation program funds are being pursued for approximately $2 million. A professionally managed fund raising effort is also underway for the project.
